Mobile Connectivity for New Developments
What is the TIND policy and how does it benefit Australians?
The revised federal Telecommunications in New Developments (TIND) policy provides significant benefits to mobile network consumers by promoting improved mobile connectivity in newly built housing developments. Under the updated rules, developers are required to consider mobile coverage during the planning process for residential developments with 50 or more housing lots in greenfield or brownfield developments.
This change places mobile infrastructure on par with essential utilities like water and electricity in residential developments with more than 50 lots, a major move towards residents accessing reliable mobile services as soon as they move in.
By reviewing and incorporating TIND requirements early in the planning process, developers can proactively take steps to secure mobile coverage for residents from day one. This foresight allows housing developers to meet the growing digital needs of residents and reduces the need for costly, disruptive network installations in developments after people have moved in. Partnering with Mobile Network Infrastructure Providers (MNIPs) like Amplitel supports developers in gaining valuable insights into future network capacity and coverage requirements, helping avoid mobile blackspots and promoting seamless connectivity in rapidly expanding urban and regional areas. This early collaboration enhances service quality and visual amenity while also reducing delays and costs for developers.

I am a Developer, what are my obligations?
Under the revised TIND policy, property developers have specific obligations related to mobile network infrastructure.
Simply put, in residential developments with 50 or more house lots, there is an expectation that developers work with MNIPs and/or mobile network operators (MNOs) to understand coverage requirements of their planned development. Understanding these requirements helps developers integrate mobile network infrastructure, such as towers, poles, and small cells infrastructure, into the early stages of planning. Developers are encouraged to collaborate with MNOs and/or MNIPs, like Amplitel, during the rezoning and planning phases of their developments to implement mobile connectivity solutions effectively. This will mean that mobile coverage can be available from the moment residents move into their homes.
